TO RECEIVE A PETITION UNDER COUNCIL PROCEDURE RULE 18

The Committee is asked to receive a petition which requests the reopening of the Ebury Playground, as detailed below. The petition has been signed by 117 residents.

 

The petition is:

 

“The undersigned are petitioning for the reopening of Ebury Playground, which remains closed pending an arrangement between the Three Rivers District Council (TRDC) and the contractor regarding the eradication of Japanese Knotweed. This issue arose after the invasive plan was introduced to the site by the contractor.”

This report covers this Committees financial position over the medium term (2025 – 2029) as at Period 10 (end of January 2026). The Period 10 comprehensive Budget Management report has already been presented to the Policy & Resources Committee at its meeting on 9 March 2026 which sought approval to a change in the Council’s 2025 – 2029 medium-term financial plan.

 

Recommendation

 

That members note and comment on the contents of the report.

Climate Emergency and Sustainability Action Plan Update pdf icon PDF 809 KB

This report provides an update on the council’s performance against the Climate Emergency and Sustainability Strategy 2024-2027 (Appendix 3) and its associated Action Plan detailed at Appendix 2.

 

Recommendation

 

That the Committee:

 

       i.          Notes the progress made in delivering the strategy.

      ii.          Agrees to the addition of new actions as outlined at paragraph 3.13 to 3.17.

Prestwick Road Meadows Management Plan 2026-2036 pdf icon PDF 414 KB

New ten-year management plan has been developed for Prestwick Road Meadows in South Oxhey. The new plan contains management actions over the next ten years from financial year 2026/27 until 2035/36. The detailed actions relate to habitat management, scrub/vegetation management, pond clearance and tree works.

 

Officers are recommending that this plan is approved by the Climate Change and Leisure Committee and adopted by the Council. Should the plans be approved, Officers will seek to implement the actions within the plans over the next ten years. Work will be completed within existing budgets or subject to external funding.

 

Recommendation

 

That the Climate Change and Leisure Committee:

 

       i.          Adopt the new ten-year Management Plan for Prestwick Road Meadows.

      ii.          Give delegated authority to the Director of Finance to enter into a contract or funding agreement above the value of £25,000, subject to securing external funding to facilitate works to support the implementation of the Management Plans.

     iii.          That public access to the report be immediate.

    iv.          That public access to the decision be immediate.
